2014年1月29日早晨,联合国科学咨询委员会在德国联邦外交部正式成立,联合国秘书长潘基文出席了开幕式。来自26个不同国家的著名科学家组成了这个委员会。其中包括马来西亚首席科学顾问Abdul Hamid Zakri、巴巴多斯历史学家Hilary Beckles和意大利核物理学家Fabiola Gianotti。
联合国科学咨询委员会将代表世界最好的科学职责范围。正如潘基文在开幕式上说,这个委员会将对在可持续发展基础上科学和政策的相互关系上给出不可或缺的建议。
连续两天的会议中,咨询委员会将讨论确定年内工作规划。Zakri认为,比较好的作法是根据2000年通过2015年实施的千年发展目标,列一个联合国能集中关注的可持续发展目标清单,委员会需要用成绩来证明存在的价值。Gianotti同意这个问题的重要性。
Anne Glover在2012年成为欧盟主席的科学首席顾问。她说对联合国成立自己的科学咨询委员会很正确,越来越多的政府和组织认识到系统连贯的科学咨询对政策制定的重要性,考虑到委员会成员的质量,她认为该委员会将可以发挥重要作用。
潘基文在成立仪式上发表讲话称,人类长久以来通过消费实现繁荣,这种模式是不可持续的,世界已经进入了一个新纪元。人类活动正在对地球的生命支持系统产生直接和可衡量的影响,需要通过科学手段更好地理解人类所处环境,加强对其保护和合理利用。
潘基文表示,世界面临多重相互关联的危机、风险与脆弱性,但没有一个单一决策机构或通过单一研究领域能够解决这些问题。“科学咨询委员会”的建立旨在加强全球科学界与联合国的联系,使科学更好地应用于联合国的决策过程。
潘基文是根据他任命的“全球可持续问题高级别小组”的建议而建立这个委员会的。该委员会由26名科学家组成,来自26个国家,包括中国南开大学校长龚克。科学家涉及的研究领域包括基础科学、工程与技术、社会科学、健康、环境、农业等领域。
